I have at least three loose water line pool tiles. Been trying to find someone to remove and replace them without any success - maybe job is too small for most companies. Is this something I should consider doing myself after (watching u tube video) or are there too many things that can go wrong ? Suggestions on concrete patch, adhesive and grout to use ?

First find out what caused the tiles to become loose, movement, poor installation practices may be the reason, then when that is corrected the replacement will be more permanent.
