Looking for handrail and ladders plugs for concrete decking

Hello friends

I have an in-ground pool but this year I decided to not install the 2 handrails in the shallow end and the pool ladder in the deep end. I never like looking at them. My question is where can i find something cheap to plug those holes?
I see these but they cost $37 for 2!!! I need 6.....why cant i find a cheap plug? I'm not spending $120 on plugs. Any ideas?
