Liner torn from stairs

Looking for suggestions. I have been losing water and found a tear in the liner where it attaches to the bottom of the steps. Since it is torn from the step attachment point this cannot be a vinyl to vinyl patch. Possibly a tape that can be applied underwater? I am in the process of getting a new liner installed but it probably won’t get done until next spring. My main concern is loss of water during the winter while the pool is closed.
 
You would have to drain the water below the repair area amd do a strip patch. Remove lower cover and strip gasket. Basically glue a 3 to 4 inch strip the length of stairs. Then reattach the stair gasket strip and cover with the moulding. You dont need to use the old holes for screws either btw

Thanks so much for this reply. I have never lowered this pool that low….to be able to patch this it would require draining most of the shallow end. What do i need to be aware of when draining this low?
 
I just talked to the pool tech that is going to install the liner. His advice was to let the pool drain down over the winter instead of trying to keep water in it. What are the group’s thoughts on leaving most of the shallow end dry for the winter season? I have a new liner ordered to be installed next spring.
