Leaking water when filter on

Hi,

This has progressively gotten worse over the past week. It had stopped, but now it is continuously on when the filter is on. I'm noticing the water level dropping more than usual.

I'm a new pool owner and a complete newbie at this. I don't even know what this part is called, so I'm unsure how to get it fixed. It is the connection to the heating system (which is off).

That's a 3/4" hose bib (faucet). Apparently it was used to drain the heater for some reason (winterizing?). It can be replaced with this:
