It's just what anybody wants to call it. A pool skimmer net is typically flat like a tennis racket. A pool rake typically has a net like bag. Many call each the other.
Both are used to manually skim the pool.
*whoever named it a pool rake never had to clean up leaves. It's an entirely different motion. Lol.
