My pool is one year old. Last June I cleaned the filter really well after only a month or so because there was a lot of scale due to excessive pH spikes because the folks breaking in the pool did a poor job. The pressure has never changed from 20 PSI and I was told the filter wouldn't require a cleaning until pressure increased to 30 PSI. This doesn't seem completely accurate to me. How often should I clean the filter and replace cartridges as needed? I do a good job of keeping the pumps filter clean, so I don't want to take things apart when it is not needed.

You should be cleaning the filter when pressure rises 25% of clean filter pressure.
So if your clean pressure is 20 psi, clean when the pressure reaches 25 psi.

That being said, the gauge might be inaccurate as it hasn't risen from 20 psi in a year.
With pump on, tap the gauge lightly a few times to see if the pressure changes. Does the gauge return to zero with the pump off?

What RPM is the pump running at when gauge indicates 20 psi?

I went a full year between cleanings on my Pentair CCP420. The gauge only went up a few psi, but I thought it prudent to break down the filter and clean the cartridges.

Cartridges should last 5-8 years minimum if properly cared for.
 
Thank you, the gauge seems to be functioning properly, as it drops almost to zero when I open the drain with the pump on to lower water levels. I'll probably clean it this Summer and do so annually regardless of pressure. I'd rather clean it proactively than get stuck having to clean it in colder climate if gauge begins to create upwards.
