Is this a water slinger? Is it needed?

I am rebuilding a PB4-60 Booster Pump and after taking off the motor bracket I have founded this ripped foam 'washer' of sorts just laying loose inside. I have seen similar looking parts (in rubber) called 'water slingers', but reviewing the parts diagram for this pump does not show anything like this in this area. It is 'possible' that it could have been found on the ground and slipped into the ventilation openings in the bracket...but considering the piece fits PERFECTLY around the motor shaft leads me to believe it should go on there.

Further research surfaces a similar looking part called a Hose Washer...but this part is used in a completely different part of the unit...and more importantly, is used in the OLD STYLE...not the new style that I have.

Yes, it is. No, you can leave it off, but why not install it.
Appreciate the response. I don't install it because it's ripped and has already fallen off once. Would like to find a replacement part, but the closest I can find is that 'Hose Washer' that has a much wider hole.

Edit: my part is clearly rubber, and not foam as I initially thought. Additionally, the outer diameter is 1 1/2" and the inner diameter 5/8".

Water slinger. Needed to help protect the motor bearings if there is a seal leak. If there is no seal leak you don't need it and they only provide minimal protection anyway. They always break and are not available as a separate part that I have ever found (though some catalogs had them listed, no one actually had one to sell).
 
There are plenty of places that sell the water slingers, but most of the prices are excessive.

All you need is a flat rubber washer with the correct inside diameter, which you can find at any hardware store for cheap.

The OD and thickness are not important.
