Is it typical to only have one return line on an inground pool?

So this is my first summer in the house and I am wondering if this pool setup is typical or not. It looks like I should have 2 returns and 2 intakes but one of the return jets is setup as an intake?

So there are 2 eye balls with the eye ball part removed one on the deep end one on the shallow end. Shallow end is setup as the return deep end is the intake. Then there is the skimmer which has two holes in it but only one is taking water in. Next to the skimmer is what looks like it should be an intake the vacuum plugs perfectly into it but this is disabled and does nothing. It seems odd to me I feel like there should be 2 returns and 2 intakes?

Yes it is typical of having one pipe returning to the pool from the equipment pad, but underground they will tee off to possibly several returns. The suction side will have multiple pipes depending if the skimmer and main drain are seperate or if they added a vac line for a cleaner. By shutting off one valve with the other open you can determine which line is which. That black hose looks to be a remnant of a booster side cleaner, looks like it isn't attached to anything anymore
 
Most pools I've seen (including both I have had) have at least 2 returns. one in the deep, one in the shallow.

The one by your skimmer makes sense (pressure cleaner line), but what I quoted above makes no sense.

So it does have an eyeball interface, but no water returns from it?

Could it be plugged maybe?

I'd investigate that one further and get it working if you can. The benefit of having 2 returns
on opposite ends is aiming them so that they push surface debris in such a way it
eventually gets drawn into the skimmer. That and better circulation.
