In ground pool ladder is loose and is not secured to the pool wall.

Hi there,
need some advice and help on an in ground pool ladder installation I saw today. The in ground pool ladder was loose , floating, and is not secured to the pool wall. The California state code dictates that the ladder need be rigid and non flexible. Sounds like this installation is incorrect. Is it ok as is or Should I recommend the homeowner have it secured or recommend bumpers? I'm new to swimming pools so I appreciate the help in advance. Does wall of the newly plastered pool look like it's been affected by the loose ladder slamming up against it?

Check for play at the deck connectors. The ladder should be plenty firm if it's bolted down correctly.

+1 on rubber feet, immediately.
