Hydropool hot tub problem

My spa is recessed 16” below the level of my foundation. The drain in the patio where my spa is backs up in the colder months, and I’m having to pump water out multiple times a week (second winter living here). I wasn’t able to get to the water in time the other week as I was working and my spa lost power. My GFCI circuit breaker outside was faulty, test button wasn’t working. Replaced the GFCI circuit breaker and now the new one trips immediately when turned on. Does anyone have any advice how I can trouble shoot from here. I have a gecko in.xe control pack. Which plug controls the heater to test if that is causing the breaker to trip?

The heater in a gecko pack is usually hard-wired and must be disconnected in the box, there is no plug.
Disconnect components one at a time, with power off, until breaker holds. If the spa was overfilled, start with the ozonator and blower if it has one. Post results.
