Generally speaking, transformers rarely go bad. Unless the insulation on the windings develops a short, there’s really nothing that can “go bad”.
The Error Code 123 for Jandy is a problem TFP has seen before ( see this thread that has some great pictures) and it’s typically a problem with the connector being poorly designed to handle the high current flow to the SWG cell. The pins get really hot and, over time, the connection gets more resistive requiring higher power. The power dissipation of those plastic connector is very limited and eventually the board level connections burn out. If you inspect the wire connected to the cell, you can often find severe corrosion and thermal damage around the center pin.
Jandy needs to redesign the connector as those two yellow wires carry way too much current. They are under-designed for the application.
Replacing the transformer will do little to solve the actual problem.
Thank you. Sorry, I wasn't very specific in my question. Which wires do I use the multimeter on? I have heard the yellow wires to ground. Is that both yellow together or each individually?
