How to determine how many inches off level?

This is probably a dumb question. My husband put up our above ground pool and we filled it. It’s a little off level. Do I measure from the bottom of the pool liner to the top of the water line OR from the top of the waterline to the top of the frame? If I measure from the bottom of the liner to the top of the water line it is only 1 inch off from highest to lowest point. If I measure from top of the water line to metal dean it’s about 2 inches off. Which is right?
 
What is the cause of "off level" is it the pavers not being level with each other or the ground?
Pavers. That's where the legs rest, which is what determines the height of the rail. If the base is lumpy, the distance from floor to water level is going to vary hugely all around the pool.

There's a lot of weight once that pool gets filled, so the ground can settle a bunch.
