I'm not an exterminator but I can tell you what has worked for me in the past. I spray the pool surround area with a pesticide. Carbaryl works well. Sevin is a good brand that works on cicadas. Another alternative you can try is boric acid .
+1 for boric acid. This stuff just works - I use it for the surrounding exterior walls of the house, and it keeps all sorts of stuff out, they will not cross it, or die trying. Just be mindful that if there are animals or children that crawl near/around your pool area to keep them away!
