Deck jet won't drain because bottom of housing is blocked with concrete

PB installed Hayward Deck Jet Model WFJ500. One of the jets won't drain and water collects on top of the housing. I am thinking this will be a freeze issue, plus the water that collects there smells really bad. I have added an image from the install doc that shows what mostly likely was done wrong. I can't tell from the drawings from the doc, but do the drain holes just go straight down and are open through the bottom of the housing. Anyone have one of these isn't installed yet and can tell? I am thinking I could take a thin long masonry bit and drill straight down each drain hole. There are three drain holes and all are blocked. Obviously don't want to cause a leak and make an even bigger issue. TIA

Get a hammer drill and a long skinny bit like a 5/16 and drill 2 weep holes. Warning:. Know where you plumbing feed is before you drill and stop drilling when you have no resistance from concrete. Happens all the time with them
Thanks! I will give that a shot. Not 100% sure where the plumbing feed is, but I have a rough idea.
