Concrete Pool With Fibreglass Surface Renovation

I have a concrete pool with a fibreglass surface which is about 30 years old. The bottom of the pool is beginning to show blisters so I am thinking it is time for a resurface. What is the usual way to proceed in this case? Can we just cut out the blisters and re-fibreglass over the exisiting fibreglass? Or does the entire fibreglass surface need to be removed from the pool and new fibreglass applied to the bare concrete surface?
Any advice appreciated.
 
My pool is blown fiberglass, resin sealed over gunite. Originally this pool had a plaster finish and was chipped out prior to the fiberglass application which I believe was done in the mid 90s. I do not have any blistering or lifting of the glass but may one summer do a DYI resin recoat. I'm only guessing but you should be able to spot repair the problem areas and reseal the whole pool. Any pool fiberglass pool finishers in your area? I found a link for a company perhaps you can get some guidance from them.
