Cleaning Scale from Pool Tile

I've been trying everything I can come across to clean my pool tile with no success. After letting the level drop to clean the tile, I've tried:
  1. Scouring pads
  2. Razor scrapers
  3. Pool pumice blocks
  4. SR3 Pool Scale Remover and Tile Cleaner
In every case, the tile looks good wet, and then dries to look the exact same. Photo attached.

Any idea how I can clean this scale off? Thank you!
