Can't turn off control panel / jacuzzi turns on by itself

I inherited an outdoor jacuzzi with my new house. I had ignored it because not sure whether I eventually want to use or sell/have removed - until I noticed its turned on. I'm not able to turn off control panel and not sure whether I should. I occasionally hear it running, jets and water? not sure. It's covered, and key to control box lost. I dont have contact with previous owner.

I think its possible that the noise of jets ir water was caused by circuit breaker shutoff today but not sure that was case previously. In any case it shouldnt be on at all, I assume? It seems the control panel doesnt turn off at all.

It looks like a jacuzzi J-345 or similar based on googling control panel.

Also noting that it has a Conava cover i think maybe automatic but not sure.

I know nothing at all about jacuzzis, I would be glad to have any advice on this.

There is no "off" button except the breaker. As long as it has power it will run automated functions (heat, filtration, etc.).
You need to be able to add chemicals to the water before you start growing nasties in there, if you haven't already. I recommend you use ahhsome spa plumbing cleaner then drain/refill. Read the sticky thread on the dichlor/bleach method in the water chemistry section, and read about ozone since you likely have an ozonator in your spa.
Contact local Jacuzzi/Sundance dealer for manuals, missing keys, etc.

Control box, likely not good choice of words. The attached pic here - the metal box, access to jacuzzi functions I had assumed, but not sure about that.

I guess for now my main concern is, having noticed the control panel on and jet or water noises, whether I need to be worried about plumbing or electricity issues for now if Im not planning to use this anytime soon. If I can ID a circuit breaker switch for the jacuzzi that doesnt affect other circuits maybe its best to switch it off.

You'll have to drain it and "winterize" it (blow/vac water out of pipes) or it will get nasty in the pipes. Easiest thing to do is open the cover and put some chemicals in it. Ozone is an amazing oxidizer, and could keep the water clean indefinitely in a closed system, but most covers are not 100% sealed against water or air so there is potential for a petri dish of nasties (cryptosporidium, legionella, etc...) to get going in there over extended periods that can be dangerous and difficult to clear out once it forms a biofilm.
I am not familiar with covana covers, but can tell you that your spa equipment is not in that box. It is behind the side panel beneath the topside control (buttons and display).
