Can you pressure test an empty pool without a liner?

We are having a new in-ground pool install in progress. My builder has told me that he has pressure tested all of the lines prior to placing the liner. We have the concrete poured for the pool, and the tubing has been run, but we have not had a pump or equipment placed yet. I am concerned, as the install started in November but has been untouched in 4 months, and we have had freezing weather in that time. To pressure test the lines, would he not have had to place water in all of the lines, cap them, with a pressure gauge added to the system somewhere? If there is not a connection to a pump, how would he have blown the water from the pipes out of the system to clear it?
 
They cap the lines and use an air compressor to pressurize the lines. The air mimics the water pressure from the pump. They are both different but if one can hold, so can the other. PSI is PSI. :)
