Can I use an Above Ground Pump to make a Portable Vacuum for my In-Ground Pool?

As the title suggests... Someone is selling me a Pentair Dynamo 1.5HP Pump with the SD Sand Filter and all attachments for $300. I am considering buying it to rig up a portable vacuum system to clean my in-ground pool because I have a Hayward Large 4 Cartridge filter and the pool is full of algae (I cleaned the cartridges once after running them with algae before and it was a total nightmare!).
Anyhow, will the Pentair Dynamo suck up water if used to vacuum an in-ground pool?
 
I'm a new pool owner who is getting Pool Stored currently. I am trying to change that by using TFP but since Friday I can't find anyone to answer my post. Can someone PLEASE tell me what I'm doing wrong?

Well I had a question about getting a separate pump to build a portable vacuum but I spent all night working on the pool and I think I'm going to skip that for now since I see the pool getting blueish (fingers crossed). However!!! I have another question. My spa return jets are always running and there's no valve to close them... only for the spa drain. As a result my spa is always cleaner or gets blue first. I feel like I am wasting shock and chlorine there when the priority is the 20,000ish gallon in-ground pool. Any advice?

Sorry... it's my first time using a forum. Please be patient with me :)
Another question... my pump is a bit higher than the suction line feeding it and the filter is also not higher than the in/out lines... Is that an issue? I am renting the home and the landlord has a couple of 1x1 square pavers under each but no pad.
