Bromine levels staying very high

I just filled up my spa about two months ago. It has seen very little use since then (maybe three times) due to me being on vacation for much of that time. When I came back from vacation a couple weeks ago, I tested the water and the bromine was at 20 ppm. I immediately removed the bromine dispenser to try to lower the bromine level. Just last week, I tested it again, and it was still 20 ppm. I decided to try removing the lid thinking that it would help off-gas more of the bromine, and the UV rays might help lower it as well. Just checked it today, and it's still 20 ppm. This baffles me. Usually after shocking it, it goes back down to a normal level after just a day or so. I can't think of why these crazy high levels would be occurring. I've never seen anything like this in the eight years I've had this spa. I could just bite the bullet and drain the tub, but I really don't want to if I can avoid it. Does anyone have any ideas why this is happening? Thanks for any help.
 
How are you testing the water?
The fastest path would be to do a partial water exchange to lower the total bromine level. That doesn’t quite solve the mystery though.
So let’s investigate…
Is the only thing you are/were adding the tablets?
Can you show us the label?
Do you have ozone?
Sounds like they dissolved too quickly & coupled with the fact there was no use the Total bromine level rose.
Having a high sodium bromide level (which you cannot test) is not really a problem- the issue is that the “oxidizer ” (ozone, chlorine, mps) was overdosed allowing the total bromine level to get too high.
Removing the oxidation source & leaving the tub exposed to uv will eventually reduce the total bromine level.
