best concrete for rotting beam? Best thin set for pool tiles?

I'm in Northern New Jersey. Finally coming around to taking off falling tiles and putting some new tiles on the waterline. What is the best concrete to build up the beam? What is the best thinset to re-set the pool tiles? I heard Laticrete 254 is a good thinset and Rapid Set mortar mix is a good cement for the beam....any suggestions out there?
