I keep getting a dry error code on my 2010 Island spa. I’ve replaced the heater pump and it has good circulation. I also replaced the heating element and the 2 temperature sensors. There is no flow sensor on this tub. Any help would be appreciated!

There is no electrical diagram that I can find for the spa from 2010 to determine the sensor driving the dry error. As a result, it is not clear what sensor is driving the DRY condition to the controller/control panel.
It may be a sensor or control panel issue.

Not sure what's in there, but these systems (without flow or pressure switches) generally use the 2 sensors at each end of the heater to determine all kinds of flow issues, but it's only so smart. It tests for these by turning the heater on for short duration tests and determines water status from the resulting temp sensor readings. Bad sensors, heater, or board, flow restrictions, air intrusion, power supply issues, and pump problems can lead to errors in error codes.
I'd first verify that the new parts are good, then start searching for a flow issue and testing power and circuit board function.
A pic of the control box with cover removed might help me help you more.
