We have a small pond in our backyard with an Aqua Ultraviolet UV sterilizer and Ultima II filter as the only sanitizing and cleaning components. The UV unit was incorrectly installed (upside down) by the installer. The We may be selling the house this year and would like to make the pond functional with clean water.
Is it possible to rebuild the UV system?

Your pond pump is a Pentair WhisperFlo wet-end with a Baldor motor. Very likely a 1725RPM motor, very common on ponds.
The units can be mounted that way with no issues according to the manual. The parts are available.
The wiring to the lamp on the unit closest to the filter is damaged/dangerous. That seems to be the problem with that install, how close the actual "plug" for the lamp is to the concrete.
The caps on the top should be able to be un-threaded for examination.
Likley both bulbs will need to be replaced and possibly the quartz tubes.

Thank you. based upon your experience, do you think this system can be made to keep the pool water clear? Since the system has not been used for a few years, do I need new filter media with seeded bacteria?

Are there fish in the pond? UV systems have been used very successfully as the sanitizer/algaestat in ponds for decades. You can't use chlorine.
That is a good system, but it may cost a lot to repair compared to new.
A good backwash on that filter should be all that is needed.
If you are going to use it, get the system running and the water clear before adding fish to be sure. You don't know what is in the water now.

Thank you. Currently there are no fish in the pond. I am preparing to sell this house and need pond water maintained clear. The filter works. As far as I can tell, the issues I need to address are:
  1. Replace the pump seals so it can stay primed. Need to know the part numbers of seal kit to order.
  2. Fix the UV system
    1. Ordered new UV lamps.
    2. UV Lamp tubes are fine.
    3. Not sure about the transformer. A local tech thinks it may be fine as he could see the old UV lamps flickering. Is there a way to test it?
Please advise if my to-do list is correct.

Replace the lamps. If they don't fire, replace the transformer. As the lead from the transformer plugs directly onto the lamp, be sure that the wires are good. Those exposed conductors on the right tube (in the picture) are concerning. The voltage in those wires could be between 400V and 1000V. That's what it takes to get a UV bulb to fire.
Whipserflo pump uses a PS-1000 seal. Or get a GOKIT32 with all the required O rings, gaskets, shaft seal to complete the job.

Thank you. Is this the kit? Amazon.com
What do I need to look for in the tubes? They look clear.
Regarding the wiring harness; is it replaceable without replacing the transformer?
That kit works.
I meant left tube in the picture. The tube I was referring to is the black outer one. You're going to have to remove the entire assembly using the unions in order to replace the bulbs.
I don't know if the wiring harness can be replaced, but at the very least get some electrical tape on those exposed conductors.

Just to give everyone an update. I bought a pair of 50W lamps at a very reasonable price, removed the tubes to clean them and put the new lamps in there.
The existing transformer worked and has been working for the past 10 days. It’s keeping the pond water clean.
The only issue remaining is algae formation on the walls and bottom surfaces. Next I will work on ensuring the filter works as designed. Doing backwashes and rinses almost daily until I see no debris.
Any other ideas to address it are appreciated.
