Any strong solutions to vinyl liner pulling away during winter?

Hey all,

I have 11 year old vinyl liner that in pretty good shape, no holes etc. Pool is in ground about 16K gallons (4'10" at deepest end) I have one major pain every spring - during the winter, approx 6-7 feet section pulls away. It becomes a royal pain, hours and hours, boiling water and stretching back onto track. It puts me at wits end as there is little stretch left. I tried a 8ft of liner lock strip last year and it still popped out. I tried wooden skewer sticks hammered in yet still fell. I have read pennies but I would need dozens for 6 ft and I don't want them to pop off and stain liner all winter. I was thinking of strong epoxy and gluing liner lock in place but imagine a bad idea. I don't have funds for new liner. Any other tricks?
 
Got pics of the area ? Need to know if it's one piece with it's own coping or a track under seperate coping.

Was the liner lock tight in place ? You may be able to double it up.

Some of those all in one copings are dual track. The separator piece may be broken there, making it loose.

It may be as simple as doubling up the liner lock to keep the liner seated on the bottom hook. Check the bottom of this wiki for a visual. This one is a single track, but same idea.
