The wires are all OL. The pin furthest to the right is 11.65 the other 3 are 0.02

Unplugged and replugged every wire in that thing. The only 2 wires that changed the continuity were the pins on the control board that you had me check and the harness to the left of that

One last thing that i noticed, the red light on the fenwal comes on for a split second before the fuse blows.

Can't find a damaged wire anywhere. Amazon has a new board for $100 maybe its worth trying and if it doesn't work I can just send it back

You are totally right! It reads zero when they are connected. 120v from red to black. Sorry guys I'm no electrician. Any other ideas on why the fuse is blowing?

A pool professional did all the wiring for the pool equipment, we just never tested the heater because I had not ran gas yet. Looks like the black wire is coming from the pump relay and the white is tied in with all the common wires going back to my panel at the house.
