I have five bronze anchors. two of them were put in at the very last. one through solid rock and the other on the cement deck. They simply drilled out the hole and cemented in the anchor. In my case, the spray-deck covered up the cement work nicely.
A lot of umbrella sleeves are polymer and non-conductive, so they don't need bonding.
As for installing, IF you have the right tools it's not a big job at all. It's easy to core drill the deck and use hydraulic cement to set them in. Also if done correctly the flange will cover the hole and make a very neat job of it.
Aside from the boulder they installed one in, the one they did on my deck was planned and the bonding wire available after they drilled the hole to attach the anchor to.
The way the code reads is that "any metallic object greater than 4" in any direction must be bonded". So that covers a lot of stuff. However it specifically lists rope anchors (and a few other things) as being excluded.
Yes. I definitely experienced this as well. two of them, so far, have only provided shade to an area outside the pool and deck area. having something portable is good.
