To start off, I travel for a living so getting the pool open and clear can be a challenge. My pool is green every opening.
So to get into it. Opened with CYA at 20. TA at 120. Put two gallons of 12% in and could see the bottom of the shallow in the next morning! FC was 20 the night before, 18 the next morning. Shocked with a gallon each of the next two nights and held chlorine on the third try. Pool was blue and cloudy.
Then the storms came. Shocked again and held levels but checked my CYA and it was gone ( I had added about a pound after the 20 reading.) Pool maintened chlorine but stayed super cloudy.
Then my cousin came in and suggested floc (please, I know I messed up). It didn’t do anything after leaving pump off for 3 days. So, skimmed the pool, filtered with sock, tested FC (4 with 0 CC) and the 0 CYA reading (I have granular on the way). So I figured I would go ahead and slam again to get the cloudiness out. I have added 3 gallons of the 12% and my FC has not gone up two hours later. PH is 7.2. What gives?

Hey there, the SLAM is a process not a one and done kinda thing. I only mention that because some folks think otherwise and it confuses newcomers.

The SLAM is a continuous process that takes days or weeks (for the really bad swamps). Follow the process linked above.

I vacuumed to waste, skimmed the pool, and put a sock on the skimmer. Filter pressure is fine.
Testing with the TF-100 kit. I know it’s a process, as I said, I travel for a living and it’s not the easiest to stay on top of it for a couple days at a time.
My main question is there a reason the 3 gallon of 12% isn’t raising the FC like it should

Where did you get the 12% from?

What was its date code?

Test 30 minutes after you add the chlorine.

It is consumed killing your green algae. That is the point of checking and replacing every couple hours in the SLAM process. You can slam at night every two hours when you get home...

The confusing part is I tested chlorine after the pump had not ran for 3 days and it tested the same (4) as its testing now. This was all today. Got home at five, vacuumed to waste, skimmed the pool, tested water. Turned filter on with sock in the basket and continued to skim pool.
Added the 3 gallons starting at around 8pm and adding a gallon at a time every 30 minutes.

Ammonia consumes FC completely. You just have algae consuming the FC you're adding, faster than you're adding it.

Anyone in the house or a neighbor you can pay to clear the pool using the SLAM Process? You're going to really struggle with being gone often.

Yeah, it was consuming it completely a couple days ago.
The wife is going to get a crash course tomorrow, if she wants her party to happen next Sunday, she’ll be an astute student lol

For reference: was losing about 2 PPM roughly every 2 hours yesterday evening. Tested before bed and was at 14. This morning I was at 10. It was overcast while I was doing it every couple hours yesterday and will probably be overcast again today.
I have some CYA granules coming today. Should I hold off on adding till SLAM is complete?
